Responsible for: 

Reporting to the Director of Environmental Services, the Manager, Wastewater and Stormwater Services is accountable and responsible for the oversight, management, and delivery of services associated with the operation, maintenance, repair, and rehabilitation of the City’s wastewater collection and stormwater management systems in compliance with federal, provincial, environmental, and health and safety legislation, regulations, codes, standards, and amendments. The Manager, Wastewater and Stormwater Services directly manages the activities of the Wastewater and Stormwater Division within the Environmental Services Department which encompasses wastewater collection operations, stormwater management operations, project management, maintenance programming, technical oversight, capital planning, and fiscal responsibility, including the implementation and planning of project priorities to ensure consistent and uniform delivery of wastewater and stormwater services to meet the growing needs of the residents and businesses of the City. The Manager, Wastewater and Stormwater Services provides leadership to the Wastewater and Stormwater Division through ethical and accountable decision making, implementation of various operating procedures, development of operational and preventative maintenance programming to meet service levels, and a commitment to service delivery with a citizen focused approach.

Qualifications and experience: 

• Professional Engineers must possess a minimum of seven (7) years proven, progressive and more responsible related work experience with at least three (3) years of supervisory experience of both union and non-union staff, preferably in a municipal environment.

OR

• Certified Engineering Technologists must possess a minimum of ten (10) years proven, progressive and more responsible related work experience with at least five (5) years of supervisory experience of both union and non-union staff, preferably in a municipal environment.

 

An equivalent combination of education and experience may be considered.

• Proven leadership skills demonstrated through coaching, mentoring, change management and continuous improvement initiatives.
• “Competent” under the Occupational Health and Safety Act.
• Thorough working knowledge of municipal wastewater collection and stormwater management maintenance and operational processes.
• Experience with municipal budgeting (operating and capital) and an understanding of purchasing, RFP’s, RFQ’s, tenders, and contracts.
• Knowledge of the Environmental Protection Act, Ontario Water Resources Act, Occupational Health and Safety Act and all other applicable legislation, regulations, codes, and standards.
• Knowledge of SCADA system planning, operation, and maintenance, asset management platforms (Innovyze InfoAsset Manager), enterprise resource planning software (JD Edwards), and customer relationship management systems.
• Proven ability to work with data and develop operational programs which are flexible and goal oriented.
• Proven ability to oversee the planning, design and supervision of construction and maintenance projects.
• Knowledge of collective agreement administration and labour relations principles.
• Demonstrated competencies in human resource management, leadership, financial management, business planning, decision making/judgement, professionalism and technical knowledge.
• Proven abilities in customer service, teamwork, initiative, accountability, and flexibility/adaptability.
• Strong and effective report writing and project management skills, with the ability to achieve program objectives successfully while working within tight deadlines and approved budgets.
• Ability to conduct oneself with tact and diplomacy in a political environment.
• Excellent interpersonal skills coupled with highly developed communication skills (oral and written), with the ability to effectively communicate with staff, all levels of the organization, and the public including highly effective negotiation, facilitation and conflict resolution skills.
• Proficient computer skills in Microsoft Office (Word, Excel, Power Point and Outlook).
• Knowledge of and demonstrated ability in the City’s core competencies and relevant functional competencies.
• Flexible and available to work irregular hours including weekends and stand-by/on-call as required.
