End of the Line: How Canadian Municipalities are facilitating full lead service line replacements
Who Should Attend:
This webinar will be of interest to water professionals, municipal policy makers and other interested persons who are concerned about lead exposure from drinking water and want to learn about how municipalities in Ontario and across Canada are successfully facilitating the complete removal of private and public-side lead service lines.
Overview:
Removing lead plumbing infrastructure is the best way to prevent lead exposure through municipal drinking water, but the shared private/public ownership of lead service lines (LSLs) presents a challenge for municipalities in promoting complete LSL replacement.
In this webinar, you will hear from water experts from Hamilton, Ont. and Saskatoon, Sask. – two cities that are using municipal policy and funding programs to end the use of partial LSL replacements. Participants will also learn from the Canadian Environmental Law Association about legal avenues for facilitating complete LSL replacements in Ontario and about the positive impact that mandatory LSL replacement by-laws can have on equitable access to clean drinking water.
Among the questions to be discussed:
- Why is it important to promote complete LSL replacement over partial LSL replacement?
- What legal authority do Ontario municipalities have regarding the replacement of private-side LSLs?
- How are Hamilton and Saskatoon using by-laws to facilitate complete LSL replacement?
- How do property owners respond to policies that require private-side LSL replacement?
- How are grant and loan programs being used to support property owners with the cost of LSL replacement?
- What strategies can municipalities use to provide flexibility during the phase-out of partial LSL replacement?
- Over 10 years after introducing their LSL-replacement by-law, what progress has been made towards eliminating lead plumbing infrastructure in Saskatoon?
