Job Summary
Reporting to the Manager of Water & Wastewater Planning, the Project Manager is responsible for leading Region-wide water and wastewater infrastructure servicing studies and long-term growth related capital implementation plans. Key undertakings include the completion of Municipal Class Environmental Assessment studies, feasibility studies development charges background technical studies, and infrastructure staging plans which are integral to the Region’s Development Charge Bylaw and Allocation Programs.
Duties & Responsibilities
Act as Project Manager for Municipal Class Environmental Assessment Studies and water/ wastewater servicing strategies.
Contribute to the Development Charges Bylaw process by providing input on water and wastewater programs
Assist in the annual monitoring of available capacity in water and wastewater infrastructure to ensure it can
meet future growth demands
Support integrated planning processes by providing direction and technical feedback on Development Applications, Secondary / Tertiary Plans, Area Servicing Plans, and Functional Servicing Reports in order to support Region-wide growth and development.
Build and maintain strong relationships with internal and external partners, including provincial ministries, adjacent municipalities, conservation authorities, and the local municipalities of Halton Region.
Assist in preparing staff reports and recommendations to Regional Council on all matters dealing with municipal water and wastewater infrastructure planning.
Represent the Region on external technical studies and committees.
Perform other duties as assigned.
Skills & Qualifications
Completion of Post-secondary education in Environmental Studies/Sciences or Engineering.
Certification in Ontario as a Professional Engineer (P.Eng.) or a Certified Engineering Technologist (C.E.T.).
Minimum of three to five (3-5) years of experience in planning and designing municipal water and wastewater infrastructure
Strong understanding of the principles and practices of the Municipal Class Environmental Assessment Study process, including Master Plans.
Proven project management, strategic planning, organization, analytical, and problem solving skills.
Exceptional communication and negotiation skills, both verbal and written, with the ability to engage effectively with Regional Council, staff, consultants, contractors, and the general public.
Project Management Certification (PMP) and familiarity with Master Planning and hydraulic modeling an asset. An equivalent combination of education and experience will be considered.
