Reporting to the Superintendent of Inventory & Fleet Management, you’ll provide effective leadership and direction to Hamilton Water staff and workforce, primarily for the delivery of inventory services, along with fleet management within the Hamilton Water Division. Your qualifications as Supervisor, Inventory & Fleet Management, include:

  • Post-secondary education, preferred.
  • A Supply Chain Management Professional (SCMP) or other relevant designation, preferred.
  • A demonstrated record of leadership, customer focus, innovation, team advocacy, and staff development.
  • Significant experience with materials and inventory management, preferably in the water and wastewater industry.
  • Progressive supervisory experience, with the ability to demonstrate a continuous improvement and performance management history.

Reporting to the Supervisor of Wastewater Services, this position is responsible for operational and maintenance of the Township’s wastewater and sewage systems including maintenance, monitoring, and emergency repairs. This position is responsible for all technical aspects of wastewater and stormwater systems including, wastewater treatment plants, sewage pumping stations, low pressure sewer systems, forcemains, mains, storm water management ponds and conveyance channels. 

Provided the Operator meets the requirements under the Ontario Water Resources Act, the Wastewater Operator acts as Operator in Charge and / or Overall Responsible Operator. The Wastewater Operator is responsible for onsite operations, directs contractors and summer students as needed, participates in the on-call and call-out rotations and must be available to periodically work weekends and outside normal working hours. 


Major Duties & Responsibilities: 

Operations and Maintenance :

• Maintain, inspect and operate all aspects of the sanitary, storm and LPS systems. 

• Maintenance of all related equipment for the proper operation of the wastewater and stormwater systems including vactor, small engines, camera truck, pumps, chemical pumps, centrifuges, shredders, valves and appurtenances etc. 

• Daily plant and SCADA (computer) checks, including all equipment and processes. 

• Making assessments on the performance of the equipment and plants as a whole and adjusting duties/procedures/treatment processes as a result. 

• Purchasing day-to-day supplies and ordering materials for repairs as needed. 

• Consultation with internal and external resources as needed. 

Assessment and Repairs 

• Inspection and review of sewer and storm mains via CCTV and push camera. 

• Storm water pond assessments. 

• Utility locates as needed. 

• Assess and repair infrastructure including manhole/catch basin structures. 

• Assist contractors in repairs and construction. 


Records and Plant Administration:

• Maintain and complete mandatory record keeping, data entry, journals and filing for all aspects of operations and maintenance, including forms development, digital files and forms and liaising with other departments to assist them with their data needs. 

• Routine and special study samples and laboratory analyses. 

• Customer Service and Public Relations 

• Responds and provides support to internal and external concerns and questions regarding wastewater and stormwater. 

• Work with public to provide guidance on dealing with lateral service blockages in accordance with Township policies and procedures. 

• Conduct tours and public education. 



• Must comply with OWRA, SDWA and applicable legislation. 

• Continuous and successive progression to achieve a level 3 Wastewater Collection license and a level 4 Wastewater Treatment license. 

• Applicable training as required and for professional development. 


Minimum Qualifications and Requirements: 

• Secondary School Diploma. 

• Post-secondary diploma in Environmental Sciences or a related field is considered an asset. 

• Wastewater Treatment and Wastewater Collection Operator-in-Training license. 

• Higher levels of wastewater licensing is considered an asset. 

• Minimum three (3) years’ experience in the operation and maintenance of water or wastewater operations, including wastewater treatment and collection systems. 

• Knowledge and understanding of the operation and maintenance of SCADA/PLC control systems. 

• Experience in the functions and maintenance of storm water collection and storage systems. 

• Knowledge and understanding of the maintenance of storm water collection and storage systems. 

• Basic understanding of hydraulics, electricity, hydrology and chemistry. 

• Possess and maintain a valid Class G Driver’s License with a clean driver’s abstract. 

• Possess a valid Class D license with Z endorsement or be willing to obtain within 12 months of hire. 

• Laboratory, computer and accurate record keeping skills. 

• Possess, or be willing to obtain within 6 months, the following certifications: Confined Space Entry, Transportation of Dangerous Goods, First Aid/CPR, Working at heights, and OTM Book 7 Training.

  • Maintain and when necessary operate wastewater facilities and related equipment.
  • Plan, schedule, communicate and implement work activities for electrical systems and associated maintenance programs.
  • Monitors equipment performance by monitoring flow, pressure levels, amperage, vibration, temperature, equipment-operating times and other process variables. Ensures instrumentation equipment remains calibrated and in good working order according to scheduled timelines and compliance requirements.
  • Install, repair, and maintain emergency generators and switchgears, un-interruptible power supply and conditioners, motor starter and controllers, and variable speed drives.
  • Installs and programs Variable Frequency Drive applications, able to wire and troubleshoot Programmable Logic controllers and other microprocessor based controllers including Remote Telemetry Units (RTU) and telemetry for Supervisory Control and Data Acquisition (SCADA).
  • Analyses by troubleshooting all types of process instruments and related equipment making recommendations on a course of action for the repair or replacement of equipment.
  • Installs electrical for the Wastewater Treatment Plant, Pumping Stations and associated assets in accordance with national codes and standards.
  • Participates in wastewater treatment and collection monitoring and testing programs.
  • Record Operator log entries and data both written and computer entries as appropriate.
  • Act as an Operator-In-Charge at all times once Class I Wastewater Treatment license is obtained, responsible for making appropriate operational decisions in compliance with regulations.
  • Assists in establishing goals and performance standards for work activities, including ensuring all work complies with Safety Standards and all applicable codes and acts as Maintenance Lead Hand when required.
  • Assist with preparing and updating standard operating procedures when needed.
  • Determines appropriate equipment and materials to complete work according to specifications, verbal instructions, or established standard operating procedures (SOP) and Operation and Maintenance Manuals (O&M).
  • Interprets and uses engineering drawings, blueprints, schematics, and other applicable specifications in the installation and maintenance of electrical, lighting, and electronic systems.
  • Inspects, monitors, and verifies electrical work performed by contractors and vendors and instructs others on the use of equipment to ensure it conforms to City standards and industry best practices.
  • Ensures compliance with Wastewater regulations and requirements including but not limited to Guelph Wastewater ECAs, Ontario Water Resources Act, Canada Fisheries Act and standard operating procedures.
  • Operates a variety of hand power tools, electrical and electronic testing, metering, and measuring devices and equipment.
  • Maintains a good working relationship with all colleagues, customers and contractors through collaboration, communication and application of conflict resolution skills.
  • Supports capital projects, assists with project implementation, start-up and commissioning of equipment.
  • Utilizes a computerized maintenance management system (CMMS) to record all work performed, resource tracking, source equipment parts, equipment history, as well as modify and update work status.
  • Assist in operational facility maintenance, keeping wastewater sites in good order – including floor sweeping, cleaning equipment and piping, washroom cleaning etc.
  • Assist Maintenance team with maintenance tasks as needed and appropriate.
  • Perform other duties as assigned.


  • Experience related to the duties listed above, normally acquired through a Grade 12 Diploma and 5 years’ experience as an electrician in a water/wastewater or industrial environment. An equivalent combination of education and experience may be considered.
  • An Industrial Electrician (442A) or Construction and Maintenance Electrician (309A) Electrical License.
  • Must be in possession of Wastewater Treatment and Collection OIT Licenses or obtain same within 3 months of hire, must pass Class I Wastewater Treatment and Collection licensing exams within 12 months of hire, and obtain Wastewater Treatment Class I License within 24 months of hire.
  • A valid Class G drivers licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Intermediate skills in Microsoft Office (Word & Excel).
  • Excellent interpersonal skills with the ability to work in a team environment.
  • Ability to record and keep accurate records.
  • Excellent written and verbal communications skills with the ability to communicate with all levels of staff, contractors, stakeholders and the general public.

Sewer and Water Foreperson

The Opportunity 

The Water Operations Branch is part of the Operations Department of the Infrastructure and Growth Management Division. The branch’s key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment and distribution systems. This includes the repair and maintenance of drinking water treatment systems, water mains, valves, hydrants, residential main shut off valves, repair and replacement and water meters for service billing; the inspection of water mains and services; the installation of Industrial / Commercial / Institutional water services and meters, new home meters and hydrant metered gate valves; the Backflow Prevention Program; the resolution of water quality or water pressure issues/complaints; the maintenance of City standard drawing details for water specifications; and the prevention of infrastructure damage through the locating services for all of the City of Barrie’s buried infrastructure in accordance with “One Call” legislation. 

The Supervisor of Water Customer Service oversees three main portfolio areas: 1) water meter installation, testing, calibration, maintenance, and cyclical replacement operations, and the advanced metering infrastructure system (AMI); 2) water customer service which investigates and trouble-shoots customer issues related to water quality, system pressure, and water billing anomalies; and 3) water outreach programs that include the Hydrant Meter Gate Valve and Bulk Water Strategy, Fire Flow Testing, City Infrastructure Damage Prevention and Ontario One-Call water utility locates, Water Quality and Conservation, and the Lead Sampling programs. The position supervises water customer service staff, oversees records management in a regulatory environment, coordinates Branch payroll, prepares and administers budgets, develops work processes and protocols, oversees staff/contractor health and safety, conducts research and prepares reports, contributes to the Branch Management Team, acts in the absence of the WOB Manager, and performs on rotation as Overall Responsible Operator (ORO) for the WD system.

  • Responsible for ensuring all applicable conditions of MECP Environmental Compliance Approvals and Municipal Drinking Water Licence/Drinking Water Works Permits are being met, and responsible for all reporting requirements.
  • Assist with the preparation and disbursement of the collection and distribution operating and capital budgets.
  • Participate in the supervising and developing a daily work schedule, assign tasks, monitor staff performance through conducting annual performance evaluations, initiate disciplinary action of union staff and manage the rotation of staff.
  • Monitor progress of projects; make field decisions as necessary while ensuring regulations are being met. Prepare estimates for customers as needed.
  • Approve timesheets including overtime, sick leave and vacation schedules.
  • Participate and contribute to the DWQMS activities such as auditing, risk assessment, Management Review, and others.  Responsible for maintaining subsystem records and documentation in accordance with regulatory and DWQMS requirements.
  • Attend training seminars and courses relating to collection and distribution subsystems as provided by the City and outside agencies.
  • Liaise with MECP, MOL and other regulatory agencies to ensure compliance and discuss various issues.
  • Management on-call requirement to ensure operator and subsystem compliance.
  • Participate in departmental management functions including Joint Health and Safety and Labour Management Committee.



  • Post-secondary education (degree or diploma) in a related field, such as Environmental Engineering or Environmental Technology.
  • Operator Certificates and Licenses to facility classifications currently Water Distribution and Supply III and Wastewater Collection II.
  • Minimum four years’ experience in a supervisory position.
  • Current knowledge of all legislation relating to Collection and Distribution Subsystems.
  • Strong public relations, supervisory, presentation, report writing skills as well as a budgeting and estimating background.
  • Familiar with MS Office applications, including Word, Excel, e-mail and the internet.
  • Possess a valid class ‘G’ Ontario driver’s licence with an acceptable driver abstract.
  • An acceptable Criminal Record Check is required for this position at the incumbent’s expense prior to the commencement date.

Reporting to the Supervisor, Water Distribution, the position involves the operation of a Level III Water Distribution System, Capital Project inspection (water main replacements, relining, site plans, subdivisions), provision of Locates and rotating on-call responsibilities.



Essential (minimum) Qualifications:

General (i.e. inspection and operations)

  • Successful completion of a minimum two (2) year post-secondary program in Civil or Construction Engineering.
  • Minimum valid Level I Water Distribution Subsystem MECP Certification, consideration will be given to candidates that are capable to achieve Level I certification within 14 months of start date.
  • Ability to: complete tasks involving heavy pushing, pulling, and lifting on a regular basis (at least 50 lbs); work in uncontrolled environment/conditions; work in a construction environment (i.e. traffic, uneven ground); recognize hazards and to assist in mitigating and controlling hazards.



  • Demonstrated working knowledge of underground infrastructure construction practices including a general understanding of survey principles.
  • Demonstrated working knowledge of municipal infrastructure construction drawings and documents with the ability to interpret and comment.
  • Effective communicator possessing demonstrated skills in dealing with other staff, contractors, and the public in matters arising from construction projects.


Asset (preferred) Qualifications:

  • Certified Engineering Technologist diploma.
  • MECP Water Distribution Subsystem Certification.
  • Working knowledge of provincial Safe Drinking Water Act and associated Regulations.
  • Working knowledge of Occupational Health and Safety Act with emphasis on trenching, shoring, and confined space entry.
  • Basic computer skills including email, MS Word, Excel, Outlook.
  • Valid Class DZ Driver’s license with safe driving record, to be held and maintained.
  • Excavating experience.
  • Working knowledge of standard locating methods.
  • Working knowledge of standard leak detection methods.



Essential (minimum) Qualifications:

  • Minimum 5 years’ experience inspecting watermain construction in a municipal environment.

Asset (preferred) Qualifications:

  • Operational experience, performing a variety of operational duties in a Large Municipal Residential Water Distribution System (as defined in O. Reg. 170 under the SDWA).
  • General sampling experience for colour, turbidity, chlorine, and bacteriological.
  • Experience providing locates of municipal infrastructure.
  • Experience providing leak detection services.
  • Hand and power tool use.
