POSITION SUMMARY: Under the direct supervision of the Director, is responsible for planning and supervising the City of Thunder Bay’s Infrastructure Program and for overseeing operational activities, technical research and project management related to system performance, optimization and risk management programs for the wastewater collection and/or water distribution system.
Participates in the planning, scheduling, and direction of the City’s Infrastructure Improvement Program.
Identifies trends and problems, researches and recommends solutions to improve performance and efficiencies in the operation of the wastewater collection and/or the water distribution system.
Liaises with Divisions within the Infrastructure and Operations Department in order to establish priorities for infrastructure upgrading and to provide general engineering support to that Department.
Provides annual and long-term maintenance planning and analysis of water and wastewater linear infrastructure to minimize life-cycle cost and risks of these assets.
Develops and revises of policies, procedures and standards relating to the management of municipal water and wastewater resources and other related environmental matters.
Develops operating and commissioning plans for Capital projects relating to the wastewater collection/water distribution system in conjunction with Engineering and Environment Division staff.
Provides operational expertise and technical direction to wastewater collection and/or water distribution staff, engineering office and field staff, as appropriate
Participates in on-call duties associated with the Division’s emergency response system and, on rotation, is designated Overall Responsible Operator.
Participates in wastewater collection and/or water distribution studies.
Prepares environmental assessments, designs and prepares plans, specifications, contract documents, detailed cost estimates and performs contract administration for infrastructure projects.
Participates in the development of the Engineering and Development Standards.
Prepares general correspondence and corporate reports, as necessary.
Assists in the development of the operating and capital budgets.
Assists in the selection and supervises the work of consulting engineers and contractors.
Liaises with consultants, developers, utilities, government agencies and railways, as necessary.
Coordinates and provides general supervision of infrastructure construction and site servicing for the development of land including the preparation of agreements for the construction of infrastructure and site servicing.
Receives, documents, and investigates complaints of by-law violations relating to the sewer system and waterworks.
Attends public, committee, and Council meetings, as required.
Performs other such related duties as required.
Degree in civil or environmental engineering and registration as a professional engineer in Ontario; and
Six years of engineering experience including project planning, design, construction and operation of municipal water and wastewater infrastructure
Five years proven supervisory experience overseeing technical staff
Knowledge of relevant legislation, regulations, guidelines, and environmental assessments
Ability to communicate effectively and concisely, both orally and in writing
Ability to deliver presentations to a variety of audiences and to skillfully handle on-the-spot questions from senior officials, members of City Council, special interest groups, and the media
Ability to establish and maintain effective working relationships with members of City Council, private and public officials, co-workers, contractors, consultants, developers and the general public
Excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills
Must have the initiative to work without close supervision
Proficiency with office computer equipment and software, including MS Word, Excel, and PowerPoint, Project AutoCad, Soft Desk, ESRI GIS
Must be competent within the meaning of the Occupational Health and Safety Act.
CONDITIONS OF EMPLOYMENT:
Must obtain a Class I Wastewater Collection licence as per the regulations of the Ontario Water Resources Act O. Reg. 129/04 within 18 months and a Class III licence within 5 years;
Must obtain and maintain a Class I certificate of competency for Water Distribution within 18 months and a Class IV certificate within 7 years as per O. Reg. 128/04
Will be required to travel to various work locations and provide own transportation
Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
