Situated on the Eastern side of Haliburton County, Highlands East covers 758 square kilometers with over 70 lakes, pristine scenery and is only a 2.5 hour drive from the Greater Toronto Area. Highlands East is a predominately rural community and is comprised of the amalgamation of the Townships of Bicroft, Cardiff, Glamorgan and Monmouth as of 2001. The hamlets of Cardiff, Highland Grove, Wilberforce, Tory Hill and Gooderham are our settlement areas.
Reporting to the Chief Administrative Officer/Treasurer, the Environmental Supervisor will be responsible for strategically planning, directing and supervising the municipal water and wastewater operations. The Environmental Supervisor will also develop, implement and administer the objectives, policies and standards as established and approved by Council, in accordance with all applicable by-laws and provincial/federal regulations.
The municipality is seeking a graduate of a post-secondary Environmental Studies program or equivalent work related experience. A minimum of two years of management experience in municipal operations is required. The successful candidate will have demonstrated progressively responsible experience with budget preparation, program management, evaluation and decision making. Strong leadership and people management skills are mandatory, including the ability to administer and interpret collective agreements.
Position Title: Environmental Supervisor
Reports To: CAO/Treasurer
Hours of Work 40 Hours per week: availability to work evenings and weekends, as required.
Reporting to the CAO/Treasurer, the Environmental Supervisor will be responsible for strategically planning, directing and supervising the municipal water and wastewater operations. Will also develop, implement and administer the objectives, policies and programs as established and approved by Council in accordance with all applicable by-laws and provincial/federal regulations/standards.
- Oversee, coordinate and supervise the daily activities of the drinking water facilities and distribution systems, wastewater treatment and collection systems and septage trench site, within the Municipality’s jurisdiction including the efficient and effective use of staffing, equipment and materials to ensure compliance with provincial legislation/regulations, municipal by-laws and standards.
- Lead and supervise staff in the performance of their duties in accordance with the work plans required to fulfill the various functions in the Environmental Department.
- Manages the Drinking Water Quality Management System (as the QMS Rep) on a continuous basis and making any adjustments and revisions as necessary.
- Manages the municipal Source Water Protection Plan and works in conjunction with the municipal Risk Management Inspector/Risk Management Official to fulfill the various plan requirements.
- Ensure that all work for maintenance and/or construction in the Environmental Department meets the current municipal, provincial or federal standards and regulations.
- Develop policies and procedures pertaining to the Environmental Department.
- Administer and coordinate major capital projects.
- Prepare and compile budget estimates for the operations and capital expenditures and revenues; monitor monthly budget as approved by Council.
- Administers tenders, RFP’s, RFQ’s and purchase orders for the department within approved budgets and in accordance with the Municipal Purchasing Policy.
- Approve coding and payment of invoices for the Department.
- Investigates and submits the appropriate applications for all applicable Provincial and Federal Government funding programs for Department projects.
- Prepare reports and recommendations for Council review and approval on the day-to-day operations and new or proposed legislation or resolutions to address such recommendations.
- Attend regular or special Council meetings to communicate and interface with the Mayor, Council and public on matters as required and carry out Council direction.
- Establish and maintain a liaison and positive relationship with the residents, business community, local boards and authorities, provincial and federal government representatives.
- Receive and respond to enquiries and complaints from the residents and public, developers, agencies and other government levels relating to water/wastewater operations, maintenance and/or construction when required.
- Research, outsource and ensure that best practices are implemented and performance meets or exceeds the standards of other Municipalities.
- Responsible for ensuring that all department staff receives adequate training and professional development in their respective areas such as; certificates in water distribution, water treatment, waste water collection and waste water treatment, WHMIS, confined spaces, etc., and as deemed appropriate in accordance with approved budget appropriations.
- Develop communication, training and information sharing networks in order to advance the professionalism and effectiveness of the department personnel.
- Attends necessary and/or approved educational workshops, seminars or webinars.
- Perform all duties as prescribed by the Community Emergency Response Plan as and when required.
- Perform other related duties as assigned.
- A post-secondary diploma or equivalent work related experience in Environmental Studies or a related field.
- Minimum of 3 to 4 years of progressive experience in municipal environment operations gaining experience in treating water, waste water, sewer systems, and supervising unionized staff.
- Working knowledge of federal, provincial and municipal legislation and regulations pertaining to the Environmental Department.
- Demonstrated superior public relations and communication skills.
- Experience with Microsoft Office Suite and general computer proficiency.
- Possess a valid Ontario “G” Driver’s Licence.
