Reporting to the Supervisor of Wastewater Services, this position is responsible for operational and maintenance of the Township’s wastewater and sewage systems including maintenance, monitoring, and emergency repairs. This position is responsible for all technical aspects of wastewater and stormwater systems including, wastewater treatment plants, sewage pumping stations, low pressure sewer systems, forcemains, mains, storm water management ponds and conveyance channels. 

Provided the Operator meets the requirements under the Ontario Water Resources Act, the Wastewater Operator acts as Operator in Charge and / or Overall Responsible Operator. The Wastewater Operator is responsible for onsite operations, directs contractors and summer students as needed, participates in the on-call and call-out rotations and must be available to periodically work weekends and outside normal working hours. 


Major Duties & Responsibilities: 

Operations and Maintenance :

• Maintain, inspect and operate all aspects of the sanitary, storm and LPS systems. 

• Maintenance of all related equipment for the proper operation of the wastewater and stormwater systems including vactor, small engines, camera truck, pumps, chemical pumps, centrifuges, shredders, valves and appurtenances etc. 

• Daily plant and SCADA (computer) checks, including all equipment and processes. 

• Making assessments on the performance of the equipment and plants as a whole and adjusting duties/procedures/treatment processes as a result. 

• Purchasing day-to-day supplies and ordering materials for repairs as needed. 

• Consultation with internal and external resources as needed. 

Assessment and Repairs 

• Inspection and review of sewer and storm mains via CCTV and push camera. 

• Storm water pond assessments. 

• Utility locates as needed. 

• Assess and repair infrastructure including manhole/catch basin structures. 

• Assist contractors in repairs and construction. 


Records and Plant Administration:

• Maintain and complete mandatory record keeping, data entry, journals and filing for all aspects of operations and maintenance, including forms development, digital files and forms and liaising with other departments to assist them with their data needs. 

• Routine and special study samples and laboratory analyses. 

• Customer Service and Public Relations 

• Responds and provides support to internal and external concerns and questions regarding wastewater and stormwater. 

• Work with public to provide guidance on dealing with lateral service blockages in accordance with Township policies and procedures. 

• Conduct tours and public education. 



• Must comply with OWRA, SDWA and applicable legislation. 

• Continuous and successive progression to achieve a level 3 Wastewater Collection license and a level 4 Wastewater Treatment license. 

• Applicable training as required and for professional development. 


Minimum Qualifications and Requirements: 

• Secondary School Diploma. 

• Post-secondary diploma in Environmental Sciences or a related field is considered an asset. 

• Wastewater Treatment and Wastewater Collection Operator-in-Training license. 

• Higher levels of wastewater licensing is considered an asset. 

• Minimum three (3) years’ experience in the operation and maintenance of water or wastewater operations, including wastewater treatment and collection systems. 

• Knowledge and understanding of the operation and maintenance of SCADA/PLC control systems. 

• Experience in the functions and maintenance of storm water collection and storage systems. 

• Knowledge and understanding of the maintenance of storm water collection and storage systems. 

• Basic understanding of hydraulics, electricity, hydrology and chemistry. 

• Possess and maintain a valid Class G Driver’s License with a clean driver’s abstract. 

• Possess a valid Class D license with Z endorsement or be willing to obtain within 12 months of hire. 

• Laboratory, computer and accurate record keeping skills. 

• Possess, or be willing to obtain within 6 months, the following certifications: Confined Space Entry, Transportation of Dangerous Goods, First Aid/CPR, Working at heights, and OTM Book 7 Training. 

• Excellent verbal and written communication skills with attention to detail and accuracy. 

• Ability to work independently and cooperatively with others in a fast-paced team environment. 

• Regular and consistent attendance is a condition of employment. 

• Excellent organizational and time management skills to prioritize workload and meet deadlines.

Hourly Rate of Pay: $27.36 – $35.50 per hour [2020 Rates]

Job summary

Resumes are being accepted for the position of Licensed Electrician and Wastewater Operator in the Wastewater Services Division.  Reporting to the Maintenance Supervisor, the successful candidate will use their background as an Electrician to perform repairs and maintenance at the Wastewater Treatment Plant and Sewage Pumping Stations.  Guided by the goals and objectives of the City of Guelph Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision – an inclusive, connected, prosperous city where we look after each other and our environment.


  • Maintain and when necessary operate wastewater facilities and related equipment.
  • Plan, schedule, communicate and implement work activities for electrical systems and associated maintenance programs.
  • Monitors equipment performance by monitoring flow, pressure levels, amperage, vibration, temperature, equipment-operating times and other process variables. Ensures instrumentation equipment remains calibrated and in good working order according to scheduled timelines and compliance requirements.
  • Install, repair, and maintain emergency generators and switchgears, un-interruptible power supply and conditioners, motor starter and controllers, and variable speed drives.
  • Installs and programs Variable Frequency Drive applications, able to wire and troubleshoot Programmable Logic controllers and other microprocessor based controllers including Remote Telemetry Units (RTU) and telemetry for Supervisory Control and Data Acquisition (SCADA).
  • Analyses by troubleshooting all types of process instruments and related equipment making recommendations on a course of action for the repair or replacement of equipment.
  • Installs electrical for the Wastewater Treatment Plant, Pumping Stations and associated assets in accordance with national codes and standards.
  • Participates in wastewater treatment and collection monitoring and testing programs.
  • Record Operator log entries and data both written and computer entries as appropriate.
  • Act as an Operator-In-Charge at all times once Class I Wastewater Treatment license is obtained, responsible for making appropriate operational decisions in compliance with regulations.
  • Assists in establishing goals and performance standards for work activities, including ensuring all work complies with Safety Standards and all applicable codes and acts as Maintenance Lead Hand when required.
  • Assist with preparing and updating standard operating procedures when needed.
  • Determines appropriate equipment and materials to complete work according to specifications, verbal instructions, or established standard operating procedures (SOP) and Operation and Maintenance Manuals (O&M).
  • Interprets and uses engineering drawings, blueprints, schematics, and other applicable specifications in the installation and maintenance of electrical, lighting, and electronic systems.
  • Inspects, monitors, and verifies electrical work performed by contractors and vendors and instructs others on the use of equipment to ensure it conforms to City standards and industry best practices.
  • Ensures compliance with Wastewater regulations and requirements including but not limited to Guelph Wastewater ECAs, Ontario Water Resources Act, Canada Fisheries Act and standard operating procedures.
  • Operates a variety of hand power tools, electrical and electronic testing, metering, and measuring devices and equipment.
  • Maintains a good working relationship with all colleagues, customers and contractors through collaboration, communication and application of conflict resolution skills.
  • Supports capital projects, assists with project implementation, start-up and commissioning of equipment.
  • Utilizes a computerized maintenance management system (CMMS) to record all work performed, resource tracking, source equipment parts, equipment history, as well as modify and update work status.
  • Assist in operational facility maintenance, keeping wastewater sites in good order – including floor sweeping, cleaning equipment and piping, washroom cleaning etc.
  • Assist Maintenance team with maintenance tasks as needed and appropriate.
  • Perform other duties as assigned.


  • Experience related to the duties listed above, normally acquired through a Grade 12 Diploma and 5 years’ experience as an electrician in a water/wastewater or industrial environment. An equivalent combination of education and experience may be considered.
  • An Industrial Electrician (442A) or Construction and Maintenance Electrician (309A) Electrical License.
  • Must be in possession of Wastewater Treatment and Collection OIT Licenses or obtain same within 3 months of hire, must pass Class I Wastewater Treatment and Collection licensing exams within 12 months of hire, and obtain Wastewater Treatment Class I License within 24 months of hire.
  • A valid Class G drivers licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Intermediate skills in Microsoft Office (Word & Excel).
  • Excellent interpersonal skills with the ability to work in a team environment.
  • Ability to record and keep accurate records.
  • Excellent written and verbal communications skills with the ability to communicate with all levels of staff, contractors, stakeholders and the general public.
  • Ability to understand equipment manufacturers’ schematic drawings to check equipment installation and repairs.
  • Ability to analyse and troubleshoot problems effectively in a process environment, including the use of thermal imaging cameras.
  • Knowledge of gas sensors, analysers and their calibration.
  • Ability to set priorities.
  • Experience with Supervisory Control and Data Acquisition Systems (SCADA) and Computerized Maintenance Management Systems is an asset.
  • Ability to work in physically demanding conditions including regularly lifting objects up to 25kg, climbing ladders, working on elevated platforms, entering pits, and working in confined spaces.
  • A good understanding of the Occupational Health and Safety Act and other applicable legislation and specifications.
  • Excellent customer service skills.
  • Experienced working in a wastewater treatment facility and knowledge of MOECC regulations would be an asset.
  • Knowledge of hydraulics, pneumatics, building HVAC systems would be an asset.
  • An Operator in Training (OIT) license for Wastewater Treatment and/or Wastewater Collection would be an asset.


$34.51 per hour
